EOUHS Programs
Children in both Head Start and Preschool Promise programs learn together in the same classrooms, there are just two different ways to qualify.
We offer preschool classes in Baker City, Elgin, La Grande, and Union.
Head Start Preschool
Quality Preschool and Family Services
Who can attend:
Children who are 3 or 4 years old by September 1st and whose family meets any of the following criteria: Receiving SNAP or TANF benefits; Homeless (this can include staying with family or living in a camp trailer); Child is in the Foster Care system, or Family household income is below 100% of the Federal Poverty Level. (check here FPL calculator).
Preschool Promise
Quality Preschool
Who can attend:
Children who are 3 or 4 years old by September 1st and whose family meets any of the following criteria: Receiving SNAP or TANF benefits; Homeless (this can include staying with family or living in a camp trailer); Child is in the Foster Care system, or Family household income is below 200% of the Federal Poverty Level. (check here FPL calculator).
Early Head Start Home Visiting Program
Weekly Home Visits Focused on Caregiving and Family Well-being and 2x Monthly Socializations with Other Families

Pregnant parents and children who are 0-3 years old at the time of enrollment and whose family meets any of the following criteria: Receiving SNAP or TANF benefits; Homeless (this can include staying with family or living in a camp trailer); Child is in the Foster Care system, or Family household income is below 100% of the Federal Poverty Level. Early Head Start Center Based Care
Center-Based Care and Family Services
Who can attend:
Pregnant parents and children who are 0-3 years old at the time of enrollment and whose family meets any of the following criteria: Receiving SNAP or TANF benefits; Homeless (this can include staying with family or living in a camp trailer); Child is in the Foster Care system, or Family household income is below 100% of the Federal Poverty Level.(check here FPL calculator).
